Mental Health Insurance Equality for Mental Health Professionals

Mental Health Parity Update: Grassroots Calls

Action: Use the toll-free Parity Hotline, 1-866-PARITY4 (1-866-727-4894), to call House members and urge passage of the Mental Health Equitable Treatment Act.

Targets: All members of the House.

Parity supporters who are constituents of the following House leaders should particularly be urged to call: Speaker J. Dennis Hastert (IL), Majority Leader Richard K. Armey (TX), Majority Whip Tom DeLay (TX), Chairman John Boehner (OH) (Education & Workforce) and Chairman W. J. Billy Tauzin (LA) (Energy & Commerce).

Message: “I am calling to urge that the House Leadership schedule Floor action early in September on H.R. 4066, the Mental Health Equitable Treatment Act.”

Outlook: The House returned from summer recess on September 4. It’s important for House Members to hear from parity supporters, to offset the voices of opposition from the insurance and employer lobbies. The White House is hoping to get House leaders to come to the table and agree on passing a full parity bill, which the President said April 29 he wants to sign this year. We hope that bill will be the broad-based parity bill (H.R. 4066, S. 543) that now has the support of 227 national organizations and over half of the Members of Congress.

H.R. 4066 is sponsored by Rep. Roukema and 240 Members. The current total includes 40 Republicans, an all-time high. The companion bill, S. 543 by Senators Domenici and Wellstone, now has 67 cosponsors and will be debated on the Senate Floor in September.

House Hearing: We had a very good parity hearing in the Commerce Health Subcommittee on July 23. You can read the testimony and watch a tape of the hearing on the web: http://energycommerce.house.gov/107/hearings/07232002Hearing671/hearing.htm

Background: We have posted many parity fact sheets at www.mhlg.org/page4.html, listed under “Mental Health.” Also there is a long list of national organizations that support the bill.
